2.      China [Republic of] Offshore Island [with the evacuation of Tachen, Yushan, determination of the Chinese Communists to destroy the Nationalist regime obliges the US to assess the probable outcomes of following a "business-as-usual" approach, taking tangible steps to deter Communist attacks on Formosa or the Offshore Islands, and "egging on" the Communists to attack Quemoy or Matsu. The US must also assess the likelihood of reaching a settlement with the ChiComs without first giving them "a bloody nose."
